If a dispute cannot be resolved informally, it shall be referred to the appropriate regulatory authority — including PAGCOR where applicable — or submitted to the courts of competent jurisdiction in the Philippines.

Nothing in this clause shall prevent either party from seeking urgent injunctive or other equitable relief from a court of competent jurisdiction.
